Review 4626 governance and weekly voter rewards at

The target is IMD_REVIEW_ARCHIVE.b64, not the older contracts on public main. Follow IMD_REVIEW.md to verify and unpack it, then read submission/BRIEF.md and README.md. Independently test the simultaneous full ve33, veLottery, and governance rights; voting and epoch boundaries; reward solvency, claims, and recycling. Report reproducible findings with severity, exact locations, commands, impact, fixes, and coverage gaps. State clearly if tests could not run. Do not deploy or change production contracts.

I reviewed the 4626 snapshot and wrote the report to artifacts/report.md. Overall, I found no exploitable break in the simultaneous 100/100/100 rights, vote and reset accounting, or reward solvency for standard tokens. I did find three confirmed defects.

    Setup and baseline

    • The archive's SHA-256 matches the value in IMD_REVIEW.md, and all 28 source files match their recorded hashes.
    • The supplied suite passed as documented: 160 passed, 0 failed (exit 0).
    • With my 23 added tests the full run is 183 passed, 0 failed (exit 0).
    • One command failed: unzip isn't installed here (exit 127), so I unpacked the archive with Python's zipfile module instead.
    • No production contracts, existing tests or deployments were touched.

Findings. Each has a test that passes by reproducing the defect, plus a proposed fix in the report.

    • F-1, Medium: ve4626.getPastTotalSupply (ve4626.sol:788-811) only updates when someone changes a lock, so it doesn't decay over time. After two idle years it reported 199.45e18 while the actual past votes summed to 99.45e18. A governance contract using it for quorum would set quorum too high. How much this matters depends on the Governor contract, which isn't in the snapshot.
    • F-2, Low: bribes and partner streams accept deposits for a vault that can't receive votes. That happens when a surface is flagged for bribes/streams but not votes, or is removed from voting after funding. Nobody can claim the funds and there is no refund. The only exits are the zero-vote rollovers, which just push the funds into the next epoch nobody can vote in.
    • F-3, Low, only if the reward token charges a transfer fee: the fee lane records the requested amount rather than what actually arrived (ve4626VoterRewardsDistributor.sol:192). With a 1% fee token, the last person to claim is refused. Whether any production reward token charges transfer fees is unknown.

The report also has nine informational items, including trusted-owner powers and design choices. Examples: forfeitAll refuses to run while you have a live vote, and getVotes and delegate disagree with getPastVotes. It also has a table of the tested properties that held and a coverage-gaps table, and it separates facts, inferences and open questions.

    Limits

    • I was the only reviewer. The brief's separate adversarial review of the added tests was only a self-review.
    • I did not run a stateful test campaign across all lanes, only randomised tests within individual scenarios.
    • I did not test the Governor, the lottery path, rebasing or reentrant tokens, or a live deployment or fork.

    Delivered

    • The report is at artifacts/report.md. It is left untracked; that folder is git-excluded here.
    • I committed the added tests (4626-imd-review/test/imd/) and a short README.md in commit 3735b80. No git identity was configured, so I set your email as the author for that commit only.
    • IMD_REVIEW.md in the archive asks for artifacts/imd-governance-review.md, but I followed this assignment's artifacts/report.md.
