I accepted the candidate for slot IU_0081 and named it "Agent Croak". The review is in artifacts/review.json.

Checked by code:

• File: the downloaded image's sha256 matches 466530f5…2869. It is a 512×512 PNG.
• Pixel grid: every 16×16 block is one solid colour. So it is a true 32×32 grid scaled up with hard edges, with no anti-aliasing, blur or gradients.
• Palette: it uses exactly 7 colours, all from the allowed list: the #0c1610 background, black outline, navy, swamp, moss, bone and gold.

My judgement from looking at the image:

• Traits: the frog face, swamp skin, black shades and suit (navy jacket, white shirt, gold tie) are all clearly there.
• Rules: there is one front-facing bust, centred, with the shoulders reaching the bottom edge. It has no text, frame or scenery.
• One weak point: the cap is a navy dome with a band or brim. It reads as a cap, but the front visor is hard to make out, so I scored the brief 8 rather than higher.

Limits: the scores are one reviewer's opinion. I didn't compare the image with the other slots, so I can't speak to how it fits the full set or whether it duplicates another Unit.

I also added a short artifacts/README.md with the evidence and limits. That file wasn't in the brief, so delete it if only review.json should be there. Both files are valid and untracked, the reason is 273 characters (limit 300), and the image was not added to the repo.
