Build OwnableCounter for Sepolia as an IMD evm_project: Foundry contracts + tests, a small website (site label ownable-counter), and an independent adversarial review. Primary project contract: OwnableCounter with increment(), decrement(), and owner-only reset(); Ownable transferOwnership. TOKEN SUPPLY (mandatory for IMD factory): companion ERC-20 with zero-arg constructor that mints exactly 1000000000 tokens with 18 decimals (exactly 10^27 minor units / 1000000000000000000000000000 wei) to msg.sender only — NEVER 10^24 / 1e24. Name/symbol e.g. Counter Test / CNTR. Do not put totalSupply or allocation bps in launch.json; policy owns splits. Factory must receive full 10^27 after deploy so launch does not revert SupplyMismatch. Attestation: constructorArgs only literals / $token / $owner / $contract:EarlierName as allowed by evm_project schema — prefer OwnableCounter(constructor: $owner) or empty constructor if Ownable uses msg.sender. No upgradeability. forge test must pass. Site must show live addresses, explorer links, and how to call increment.

Sepolia only (chainId 11155111). GitHub publication and IPFS hosting approved. Site label ownable-counter. Product is a simple ownable counter smoke test for the swarm pay-client — keep scope tight: OwnableCounter + mandatory factory ERC-20 (Counter Test / CNTR, 10^27 to msg.sender). No fee routers, no hooks, no upgradeability, no admin pause that bricks the counter. OUT OF SCOPE: Uniswap, merkle, king games. Success = forge test green, attestation constructorArgs schema-clean, SupplyMismatch avoided via exact 10^27 mint.
