Write a stranger's guide to the live Time Lock launch (launch 113, this commit) and deliver it as the named output artifacts/SEPOLIA-GUIDE.md. Documentation only: do not change src/, test/, foundry.toml or lib/. README.md already covers build, test, the contract rules and custody assumptions; link to it for those instead of repeating them, and add what is missing: the live deployment and how to use it.
