Build a Uniswap v4 no-op hook for Sepolia as univ4_hook (swarm smoke test): Foundry contracts + tests, independent adversarial review, deploy on Sepolia, then publish a small website (site label noop-hook) that explains the no-op purpose, shows live addresses, and links a block explorer. TOKEN SUPPLY (mandatory): ERC-20 zero-arg constructor MUST mint exactly 1000000000 tokens with 18 decimals (exactly 10^27 minor units / 1000000000000000000000000000 wei) to msg.sender only — NEVER 10^24. Name/symbol: Noop Hook Token / NOOP. Hook contract: NoopHook; constructor MUST take ONLY the Sepolia PoolManager address 0xE03A1074c86CFeDd5C142C4F04F1a1536e203543. CRITICAL: hook.constructorArgs in launch.json may contain ONLY that literal PoolManager address — no $placeholders. Permissions: swap-path only that are truly no-op — recommend beforeSwap + afterSwap WITHOUT beforeSwapReturnDelta (no fee skim); MUST NOT include beforeInitialize (factory opens the pool). No fee, no burn, no allowlist — hook returns zero deltas / defaults. forge test must pass including: (1) factory-shaped PoolManager.initialize from a non-pad sender succeeds; (2) one swap succeeds. No upgradeability.

Sepolia only (chainId 11155111). GitHub publication and IPFS hosting approved. Site label noop-hook. This is a minimal factory-compatible no-op hook for swarm pay-client smoke testing — keep scope tight. TOKEN SUPPLY: mint exactly 10^27 minor units to msg.sender in a zero-arg constructor; do not put totalSupply or allocation bps in launch.json; factory must receive full 10^27 so launch does not revert SupplyMismatch. HOOK / MANIFEST: launch.json kind univ4_hook; hook.contract NoopHook; permissions MUST NOT include beforeInitialize; include beforeSwap and afterSwap only (omit beforeSwapReturnDelta unless implementation truly needs it — for a pure no-op it should not); hook.constructorArgs exactly one entry: 0xE03A1074c86CFeDd5C142C4F04F1a1536e203543. Site explains no-op purpose (swarm smoke test), live addresses for NOOP and NoopHook, explorer links, and that factory opens the pool. OUT OF SCOPE: fees, burns, allowlists, king games, merkle, pad binding.
