Change the design so SwarmPegHook deploys its own SwarmMaintenance (or treasury) contract in the constructor and stores the address as an immutable. The hook is the only one that needs to know it. No external address or placeholder is required.

Alternatively, make the hook itself the maintenance pot (fees accrue inside the hook, anyone can call a permissionless function to use accumulated fees for swarm jobs or pulse updates).

Constructor should only take the standard arguments: $poolManager and $token (and $factory or $owner only if truly needed for other reasons). Do not invent addresses. Keep the rest of the Unipeg-style integer glyphs, animated node-network punk agents, and fee routing intact.
